1.7 – Gender-Based Violence and Emergency Planning: Gender-based violence often hides in silence until crisis forces it into view, making emergency response both urgent and delicate. Survivors may feel fear, shame, or distrust toward authority, which affects how they seek help. Crisis plans must prioritize safety, privacy, and trauma-informed care. Responders should avoid judgmental questions and focus on immediate stabilization—safe housing, medical attention, and emotional reassurance. Planning also includes training communities to recognize warning signs and respond safely. Gender-based violence doesn’t only affect women; men, nonbinary individuals, and transgender people can also face abuse. Cultural beliefs and power dynamics may silence victims, so response systems must stay flexible and inclusive. Empowerment starts by restoring choice—letting survivors decide who to contact, where to go, and how to proceed. Protecting dignity in the midst of chaos helps survivors rebuild strength. Every emergency plan that centers survivors’ voices becomes a blueprint for hope and justice.
